Saying his reaction was not perfect would imply it was good - it was terrible. Since taking office and till date, Trump's preparation and handling of the pandemic has been very poor. This has nothing to do with China or WHO (you can try to blame them all you want) but that given the same circumstances, many others would have handled it much better than Trump did and continues to do.
