You are right, of course. Wanting $ 250 for "rehoming" the dog is basically like blackmailing the owner of the dog..."if you want it back alive, you better pay".
No, it doesn't. There was a recent item in the news where a person left his iPhone at a bar. Some other peeps picked up the iPhone and took it home with them. Then, the owner texted the peeps who had his iPhone requesting to get it back. These peeps then told the person that he had to pay a dollar amount to get the iPhone back...which came out to pretty much buying the iPhone back for $250 I think it was. Owner of iPhone contacted police and told them what was going on. The police actually set up a sting so when owner showed up and met peeps to "buy" back his iPhone...the police swooped in and arrested them. I don't see how this case is any different. A dog was lost and I don't think anyone can claim dog can only be "bought" back. I'm sure the owner of the dog could get cops involved in this case as well. It's called blackmail and, if cops are brought in, it's not going to fly. I would like to see this guy try and not give the dog back. I would expect the person to be rewarded by the owner for his trouble...but I don't believe it is legal for the person holding the dog to set a buyback price like that. If it didn't hold up for a stupid iPhone, then I don't see how that is going to hold up here.
Sounds like blackmail to me. If the guy didn't want the 'rehoming' trouble, he could have left the dog in the street. Saying you're going to hold a pet hostage and -- oh yeah -- he might die, seems like textbook blackmail to me. I don't see why cops would be inappropriate here.

I would assume that peeps who are missing their beloved pet might just give a reward out of the kindness of their hearts. Wouldn't you think?

It's a quasi-contract. You have the right to demand for the item back since it's yours but they can also demand you pay them for any costs incurred due to the care of the item. The key detail is that the costs are fair-market value; so, they can't demand a price. Same thing for a child since guardianship is analogous to ownership.
