Even if the cop can't arrest you for flipping him off or cursing, he can still stick it to you. Pull you over, harass you for 20-30 minutes, and then tell you to gtfo.
There used to be red light cameras active at 610 and Scott. I drive through that intersection 10 times a week. Hardly ever saw cops just sitting there. Ever since they did away with the cameras, there's a cop parked on the medium at least once a week checking people for expired tags and no seat belts. now, i'm not saying people shouldn't get fined for expired tags and no seat belts. but it's obviously a money grab since the alternative (red light tickets) is no longer a viable option.
If cops are staking out at a CFA watching cars as they drive through the drive thru lane I’m going to assume that there is a mandate from up above to bring in revenue via tickets. One would have to be a fool to believe that this is not going on Otherwise he should be patrolling the streets not cherry picking from the parking lot of a private establishment.

I posted this on another forum a few weeks back. I was in Subway off Washington and there were three cops talking loudly like they were high school jocks, bragging about "meeting their quota for the month" a week early and then laughed about how they can just park now and surf the net on their phones. I always thought a quota was something we all made up, but hearing them just made me ill. Not all cops are douche bags, just 90%.

Without a doubt it goes on. Every cop should have a camera on them from the second they check in to the second they check out.
Only in Houston you see this ****. A couple weeks ago I was on 59 where I had already seen cops parked on the emergency lanes with their radars out. I wasnt surprised with that since it's such a norm. But what really did tick me off was when I saw a cop on a bridge, literally hiding, waiting to **** someone over. The hundreds of times that I've driven the metropolitan area of Los Angeles, not once have I seen a cop settled waiting to pull someone over on the freeway. Yeah, they are seen on rural strips of road, but not in the city.
If I ran the place, I'd be holy pissed. That's going to scare off a lot of repeat customers who are a bit lazy about their registration/inspection. You know those who got caught won't be back at the very least.

Texas does not have state taxes so it is a police state. And California cops in general love to hand out tickets, that state is desperate for money. You can't even get away with jaywalking over there.

Like I said, the OP didn't really get a chance to see the entire event of the cop pulling the guy over and writing him a ticket go down in its entirety. The particulars are sketchy and a multitude of things could have happened. Also some of you are turning it into "He was staked out trying to find people with expired tags!" Well... 1) the guy was writing the ticket at the time, so I highly doubt he was actively staked out there trying to weasel his way into more tickets 2) If while doing his job he happens to look around to glance at someone's tags is it really that big of a deal?
Funny hearing all these people hating on cops. How about you don't recklessly speed and keep your stickers current? If you don't break the law, you have nothing to worry about. /not a cop
I've seen officers 'hiding' in a number of cities, states and countries. This is certainly not 'only in Houston'.
