From personal experience in the City of Dubai, I was not allowed to take a female into my room because she was not my wife. This is because the hotel I was staying in was owned by the brother of the king. He has religious police in the hotels that check these sort of matters. If it was a hotel owned by the king, then they are more liberal and do not have such enforcement of those principles. Even within each kingdom, because it is still a monarchy it is at the whim of a ruler who achieved his rule not by intelligence, character or experience, but by birthright. This means that the best and brightest are not leading the country and we must play by his rules regardless of whether he has a fourth grade education and is partially insane or not.
