the leadtek tv tuners seem great especially for the cost.. but there capture capabilities don't seem to get good reviews
the sound quality of the captures suck, its filled with static. I don't know if its something on my part or the card itself its ok though since I don't capture anything at all and I just watch TV. I bought it for about $50 USD
watching 3 different auctions on Uk ebay for Hauppage WinTV 350 also emailed avermedia about whether their card work with PAL TVs will advise and yeah i have the rockets finals on tape

sorry Finn don't know enough about the DVD recorder market, haven't bothered yet as there aren't many available in Australia yet and as a result they are still very expensive.... don't want to look into them overseas as they are usually dvd region specific with what they output
$250 looks about like the going rate, check out this link. There are many to choose from in and around that price range!
