I think it's human nature and the fact that we as a nation have not been asked to sacrifice or endure for several generations. We even fought a two front (plus) war without a draft. In those horror movies like the mist, people start freaking out and believing the easy way out. They're in a state where things become binary choices and would rather seized there option of immediate control over weighing and gathering all the risks. So you bend the rules a little here and there and start believing it doesn't affect you, that the plague is regional or "mostly serious for the weak". This is a battle of scale and numbers that affects governments and general welfare. The infection rates makes it deceptively low risk unlike Ebola, but because it can linger it's more likely to cripple society and infrastructure. It's too bad our executive is poor at logistics planning to deliver a sustainable pathway towards opening up the economy. Let's just dig even deeper before we figure out the real solution of getting out.
