The best Trump can do now is dictate DOJ to promote non-enforcement on any companies that break the sanctions.

We know from emails that Trump Jr. and others in the campaign met with the Russian lawyer for the purpose of trying to get dirt on Hillary. That pretty much proves collusion between the campaign and Russians in an effort to influence the election. What isn't proven is that it was Trump himself involved and I think a definitive connection between the lawyer and the Russian govt. is tenuous.
Within a week, Trump will be claiming the Russian sanctions are one of his most important accomplishments.
