Actually they can't. Because for a misdemeanor in CA, they can spend one year in prison. So committing the $950 crime could cost you a year of freedom and wage earning. It's actually closer to only $1000 a year.
I understand the concept it's to differentiate burglary (part of the 3 strikes and you get minimum of 25 years) which can be a felony versus shoplifting- Part of the problem is it seems they get away with this way too much especially in a state like California..

There are quite a few rich people to move to or stay in California - and the vast majority of those leaving Southern California have done so because they say they cannot afford to live there. There is no state in the USA, and outside of a few small communities in Europe, no region in the world that caters to the wealthy like SoCal. That isn't likely to change any time soon. If your point is that Southern California has essentially spend the last 50 years pricing the middle class out of the area, I would agree with you. Couple that with the areas where expansion is possible being filled - and it isn't surprising that places like Los Angeles, San Francisco and San Diego are areas of extremes. My point is this - there isn't a lack of demand for people wanting to live in California - indeed estimates are that the San Francisco/Bay Area would be nearly three times it's current size if there was sufficient housing similar to other areas in the country. The problem is that the costs are high for a variety of reasons, some of that is taxes, some of that is restrictions that prevent the building of additional homes. Also, California has more resources for the absolutely destitute (homeless and drug addicts), which attracts a lot of drug addicts and homeless to California, coupled with the weather and high population density. I am not defending governance in California, I do not believe that one party controlling a state is healthy - and it leads to inferior decision makers. Texas, California, Louisiana and Mississippi are such examples. However, a lot of the problems in California are not a result of politics, but because of the unique situation that is California. As far as people leaving for other states - no it isn't all Texas and Florida - although those are the two most desirable spots for those moving, there are other places like Nashville and Las Vegas and a spattering of other places. The problem with moving to a state like Tennessee is that you live in Tennessee - and for as nice as Nashville is, it is still in Tennessee, where you are surrounded by a sea of terribleness outside of Nashville.

Nashville is nice - but Tennessee has a lot of issues outside of Nashville. It is one of the areas I almost moved to about a decade ago. Nashville and Knoxville both are great - but there are some long term rough spots like Memphis that are concerning.
