Yep, I paid $82 to the community college district where I live last year alone through my property taxes, so I get to save $8 per credit hour in tuition over those out of the community college district should I decide to ever take a class there.

The community colleges are funded by property taxes. Where you live earmarks the money for the school in that "district." If your tax money doesn't go to that school, then you are "out of district."

My wife works for NHMCCD and she says that your local school district (ISD) office should be able to tell you what CCD you are in as the money funnels to the districts via the local school systems. So the CCD may need to be informed that they could be messing up using zip codes and should instead be honoring people who pay property taxes to a participating local school district in their CCD.
