This seems related to the issue of transforming China into a more consumeristic economy by allowing its currency to naturally float over time. Seems like the agreed upon way to continue China's growth but it aint happening soon because of the little fiefdoms benefitting from the current ways of wasteful production through its state owned/backed enterprises.
