    Your "late draft picks are as good as lottery picks" theory is all wrong. You are pretty much putting 10 picks vs 50 picks... That's 100 picks over 20 in two years and 150 vs 30 picks in three years. The odds are heavily in favor that there will be great if not greater players in a pool of 150 picks vs 30 in three years. So later picks can be as good as lottery picks but The Rockets only get 1 lottery pick. You want to use that pick on the players that have the highest chances of being stars or great. If The Rockets had 10 picks than yeah chances are they land a couple of solid guys wherever they pick but they don't. They get 1.... So yeah, its better to use that 1 pick on a player that has a high chance of being great....
