That's Peter Holt (owner of the Spurs) and R. C. Buford (GM of the Spurs) in the first few panels. Buford is spouting Drexlerisms and has basically gone insane because Daryl Morey forced him to watch a bunch of Rockets home games; hence his rationale for making the Scola trade.
