Someone is REALLY passionate about their cinnamon twists. I had them once. I think you're expecting way too much. Maybe some bakery type freshness? It looks like Taco Bell gets them from the factory where they are produced like chips, crackers, stuff like that in vacuum sealed bags with a long shelf life. Come to think of it I'm surprised they don't sell them in the grocery store.
I think it's the meat you should be concerned with. I'd like to see an option for homemade tortillas on the menu instead of that plastic bull.

What you are being served is old and stale twists with the wrong amounts of cinnamon and sugar. The twists are fried and coated at the restaurant. If you get them fresh out of the fryer with the proper amount of cinnamon and sugar they are delicious.
