Even if the CIA was 100% involved do you think a story like this will ever be completely uncovered? It was international espionage. OR..... Affleck's one of the very few producers/directors who'd hire Ben Affleck to "act" in a movie. Hell, the lead role could be Japanese, and Affleck as producer: "You know who'd be great in the lead role? ME!"
