Well, one employee in my department did get laid off a few months ago. Of course, it required him getting caught doing some seriously f'ed up(and illegal)stuff in order for that to happen.

as far as hisd is concerned, isn't it the third or fourth largest district in the nation. the top salary maybe large, but its a fairly large organization to have responisibility for. i guarantee when the crap hits the fan, who is most likely to lose their job, because they are a public employee.

edit: and i have no problem with that salary being public, just joe blow police officer, its funny, when everyone wants to talk about how we should respect these guys for putting their life on the line, but we want to be all up in their personal business??

Yep, I don't think any of those salaries are out of wack....and much much more can be earned in the private sector.

Wow, I bet this probably seriously lowers the morale of Harris County public employees. They'd probably be comparing salaries with everyone else. It's one thing to disclose salaries of highly paid employees for a story, but what's the point of showing how much everyone else makes? I bet this is going to ruin the work environment for a lot of the public offices. Chronicle didn't do anything illegal, but man, this is a d**k move.

I was prepared nothing, so I'm happy with any raise at this point. But I'd be very curious to know what he and the other top admins in HISD make compared to similar urban districts around the state/country. He's not only the top earning public official on that list, but he earns over 100k more than the second highest.

Excessive spending....how much money went into all the analysis and promotion of the ASPIRE program...but that's a whole other can of worms.

Open Records act has limits. Financial information, social security numbers, etc. I would assume employees' pay outside of the appointed positions would be protected under the financial information exception.

Christ, don't get me started on ASPIRE. And now they want to introduce a similar program for our department(Technology & Information Systems). I'm all for my performance being evaluated in order to qualify for a bonus, but the ideas I've heard bandied about make no sense.

First off all, plenty of public employees get fired despite this notion that they can't get fired. Secondly, is your boss or anyone else's boss/company here paying for them to browse clutchfans? Your argument would hold for all companies - not just the government.

It's not a list - it's a searchable database. The only list is the top 50 paid - just go to the first page of the Chronicle.

$90,000 in overtime seems insane to me. I wonder how many hours those top few earners average each week. I can't believe those hours are very productive. I wonder if those at the top are able to put in as many OT hours as they want while those on the lower end of the food chain can't get any. If so, the rules should be changed to be more fair.

I used to work at a couple of places where a few people would abuse OT to an extreme. Looks like we have a lot of that in Houston city government.

Cops make a lot of money working overtime in the H-Town and this is fairly well known to any houstonian, especially if you know cops

i don't know what this site is but its one of the first to come up on the topic

    overtime

Some Houston police officers make $50,000 in overtime

    Associated Press

HOUSTON - Seventy Houston police officers earned more than $50,000 in overtime payments in 2006 as the department worked to offset a personnel shortage, according to a newspaper analysis of police records.

The 70 officers were more than three times the number who made that much in 2005. Four of the officers earned more than $100,000 in overtime pay, up from one officer who made that much in 2005.

The Houston Chronicle reviewed 2006 electronic payroll records it obtained under the Texas Public Information Act.

The department, which has about 4,400 rank-and-file officers, has relied on overtime to maintain a steady presence in the community and prevent rising crime amid population growth due to Hurricane Katrina evacuees.

City Controller Annise Parker planned to release an audit looking at whether the department is correctly monitoring officers' work hours in overtime or private security. Officers are prohibited from working more than 80 hours a week, or more than a double shift in a 24-hour period.

"To the average person, thinking about their own work schedule, imagine working 80 hours, week after week," Parker said. "That has to have an impact, if not at the job, than in the family life of the officer."

City officials have said the extra overtime should be only a temporary fix to a staffing shortage. Police Chief Harold Hurtt has said the force needs up to 1,000 more officers to achieve his suggested ratio of officers to residents.

Hans Marticiuc, president of the Houston Police Officers' Union, said supervisors monitor officers to make sure they don't become fatigued. But he agreed that overtime is a short-term fix.

"That short term could be a year or two," he said. "In the long term, we've got to have more bodies."

Police officials said some officers end up with more overtime pay because they have specialized assignments that require work on the streets and follow-up work in the courts. Officers often earn overtime while in court.

Also, overtime is normally voluntary, so some officers are more inclined than others to sign up for extra hours, police said.

"It may be that a smaller contingent of officers who maybe don't have families, aren't in school, or don't otherwise have extra employment - it may be that group is volunteering more," said Capt. Dwayne Ready, a department spokesman.

Parker said her audit report will look at whether the officers with overtime pay are following the department's rules and procedures, and whether the department is enforcing its rules.

Ready said the department has improved controls on overtime. He said the extra pay is not wasted.
