Didn't a study last year show that outdoor grilling was also contributing to the pollution? To think that charred meats are the reason for the #1 rating is ridiculous. Not surprised by the results though. Just take a drive through Deer Park or Pasadena with your windows down.
Honestly, I don't think any of the past leadership in Texas (Clements, Richards, Bush, or Perry) has placed enough emphasis on emissions reduction from the larger oil refineries. It seems like the worst polluters are grandfathered in.
