Without a scale I can't tell for certain. Although is that a map of territorial water or of EEZ? The EEZ is a subset of international waters and not territorial waters so while the country claiming the EEZ has some rights it doesn't have complete rights. For the sake of the discussion I am willing to concede that the ship was likely in PRC EEZ waters.
