Would it be smart for other teams interested in Scola to sign him now, or would that make things easier for the Rockets knowing exactly what it will cost to keep both players? One team interested in Scola could offer him a large contract thinking the Rockets already have 4 PFs, and only 2 PGs so Rockets may not match said offer.

Woke up and just saw this, but I'm not going to read the entire 30 pages, lol! Damn it, I'm surprised at the offer. It must have been mentioned countless times here that the Rocks almost cratered when Lowry was out late in the season, and that's when we completely fell out of contention. Sure, the team had been playing over their heads for a long time and that could have been the straw that broke the camel's back, but still, you have to take that into consideration. I hate the idea of losing him, unless Morey has a big deal for a star point or a better Lowry replacement in his hands, which I don't see. Damn, that's a lot of money for a 6' tall backup with terrific defense for his size, a point guard's instincts who can run the team, who's both a compliment to Brooks and a great change of pace, who's fearless, and a guy who goes to the line as much as Kyle does. Heck, I think I just talked myself into matching Cleveland's offer!
I think the Rockets will take all 7 days to match, just to screw with the Cavs and tie up their money.
We have not seen the best of Kyle Lowry yet. All he has been used for is to come off the bench and up the tempo of play to warp speed. This means his halfcourt skills have not even really come into play. Just think about Lowry upping that 2-point FG percentage to 50%, which he is very capable of doing. He will never be a great 3 point shooter, but that 15-17 footer is well within his range. He doesn't use it much because in halfcourt sets, he is usually pushing the ball to Brooks. But if this were Lowry's team, and he was the primary handle for 36 minutes per game, we would see a lot more of his midrange game develop. Lowry is a very, very good player.
I'm inclined to match. If Lowry goes, our backcourt becomes paper thin and rests entirely on the health of Brooks.
