All the punch card counties are already set to replace their machines by the March primaries, so there is no need to add motivation. The motivation is already there (by way of previous court order).
MacBeth, I agree with you on placing blame (or giving credit) on the current elected leader. My problem with Davis, as a Californain, is his treatment of small business. He has raised taxes on small business, has allowed workers comp become a complete joke, and he has let the labor unions dictate legislature through their large campaign donations. It is becomming more difficult for companies to survive let alone make a profit.
if the punch cards are a problem than can we really be sure Davis is a duly elected official? and if not, shouldn't he be removed for that? in fact...every elected official in California should be forced to stand for election at the next election day because the results may have been wrong with those pesky punch cards.
For the recall election, let's just put all Californians in a big field and have a show of hands, OK? That'll get rid of any election shenanigans!
Lost in all of our bickering is the fact that the governorship of California is about as desirable a job as cleaning outhouses. The next California governor is going to have eithe implemet massive spending cuts or tax hikes, both of which will be hysterically unpopular. That's why Arnold is operating under the big fat lie that he can do neither and balance the budget. The problem lies with the voters of California, they regularly vote for referendums that call for expensive government programs (e.g., the big education initiative from last year...which Arnold championed) and vote for referendums that cut or cap taxes at the same time......California voters want to have their cake and eat it too. Sure, they have a right to be mad at Davis, apparently he's a jerk. But they're the jerks who elected him, and they're the ones who govern by referendum, they're the ones that vote for expensive government programs, but vote for tax cuts as well. I say let them eat cake.

SamF, I did and will continue to vote for continuing the education of Californians. California is near the bottom when it comes to education so I have no problem spending more taxes when it comes time for children. There were no referendums however on labor unions taking over the state and there were also no referendums regarding workers comp. These items were done by Davis and the legislators not by the voters.
That's good that you support education. So do I. I don't know anything about labor unions taking over the state, or WC costs, but I doubt that either or both impacted the revenue base like the following initiatives Or the fact that California's tax structure is notoriously lopsided. The richest state in the country believes that its poorest citizens should pay a greater % of taxes than its richest ones: (source: California Budget Project)
SF, those are from quite a while ago. They probably limited revenue, but from what I have read, Gray had plenty of time to make the necessary adjustments.

So what? Should Californians be any less culpable for the current crisis ? I also see the California voters limiting the ability of their school districts to levy taxes in 1996. Yet in 2002, they vote for expensive new school spending bills. California voters have had years to realize this too. They're the ones that are into governing by referendum.
