I think he first said Arabs and then next time said brown people. Maybe I was hallucinating, though. I find it hard to believe he is truly THAT bad. Hopefully someone will tell me I misheard him.
Yes, yes he did. My favorite: "Do you think you have failed as a communicator?" "Ummm...well, you see...Iraq was a threat. And I respond to threats. I understand the consequences of...um....Iraq is going to be free and that will change the world...that is what I am trying to say...Iraq was a theater in the war on terror because Saddam hated us...so I will continue to show that I mean what I say and speak plainly....it is important because Saddam was a threat and this will change the world." That whole final question bit was very strange - it seemed like Bush thought good ol' Don was going to ask him something like, "President Bush why do you love America so Much?" I thought that was a very strange exchange...

The only transcript I saw was on MSNBC and that was for his speech only. The comment I was referring was in response to a question and isn't in the transcript.
