Give it 20 years and I don't think history will think too highly of either of them. Bush for his national hubris and lack of reality envisioning the consequences of his actions and Obama for his lack of balls in changing politics as usual when he had the personality and mandate to do it. (though it could have been different without the total obstruction in the House)
Don't forget the trillions of dollars of fully avoidable debt between them. Very similar to Johnson and Nixon in that they had the potential to be great: Bush could have probably privatized SS if he'd regulated banks and reigned in defense spending, Obama could have minimized the budget if he sacrificed healthcare in exchange for more quickly winding down Iraq and Afghanistan, and spinning both under the pretext of fiscal prudence. I just hope they don't leave behind a cluster**** like the '70s.
Bush will go down as a disgrace and a buffoon or criminal. Obama will go down as a place holder famous only for his skin color and perhaps because he took a fairly small first step toward the US joining the rest of the modern world in providing all its citizens with health care. Obama's withdrawal from two last stupid wars that he did not start but diddled around in ending will just be another aspect of him being a place holder. The next great president will be whoever gets rid of outright buying of elections by billionaires and helps restore our democracy. It won't be Hillary, who if she wins will be known for her sex or any of the bought reactionaries the Repubs put up. If it is Rand Paul he will be known as the Herbert Hoover of his time as he might possibly believe enough of that stupid libertarian crap to really tank the economy and as the guy who brought us the next Roosevelt after tremendous suffering.
The great Obama debate among historians will be whether he should have prosecuted bankers and torturers or pushed through healthcare reform. Either one would have brought massive opposition from moneyed interests and Repubs. I do not think he could have done both. That he chose healthcare and chose not to address the other in any meaningful way can be both defended and condemned. There is no argument about W.

The recession and collapse took away hundreds of billions in federal income, to say the least. It was at least a six point swing between that and plugging up the lack of private spending in the economy on top of a 400 billion annual deficit. In hindsight, people will have wanted Washington to spend more post 09 than less or a more focused measure to increase jobs.
Bush is the reason for 2 wars. Bush used the blood of 9/11 to invade iraq. Here we are having to pay the price to this day. These soldiers were just a number to him and have no face or name. It's sick. He never thought of these kinds of consequences since it didn't matter and was a money move. I admire him on some level for having no conscious.
