If the money is the same, I'd put my money on Oneal in Orlando. Teaming up with TMac they'd be perennial playoff contenders, Oneal would still be an all-star in the East and its Florida (which everyone seems to love) Orlando would have: Insert PG, Giricek, TMac, Gooden and Oneal, with a decent bench. No way Oneal ends up in Houston.
I think there are more pressing issues to attend to than how we're gonna replace Jason Collier. Lets get the coaching and backcourt situation resolved first and then worry about that monster in the middle.

Oneal will want the max... I don't think Orlando could afford to give him his pay check because they already are paying Tmac and Grant Hill 90 some million over 7 some years. To have a third max contract would put them way over the cap.
i don't think it's impossible but it'll take A LOT in a sign-and-trade for the magic to get O'Neal. I'm pretty sure they'll have to give up the likes of Gooden, Garrity, resigned Armstrong, etc just to get the Pacers listening.
