orlando back in 93 was the team that only had 1 ping pong ball and won the #1 pick again since then they went to the random number system which would give teams with a better record a much harder chance to win the lottery.
Orlando once went from worst lottery position to getting the number 1 pick (which they traded Golden State in the Webber/Penny deal) but that was before they re-weighted the odds and started picking four digit numbers instead of single lottery balls (supposedly this smooths out the probabilities). As far as I remember, ever since the change, no team from our position has ever landed a top 3 pick. We only have a 1.8% chance of moving up.

He may get too excited if we land a top 3 pick, jump half an inch off the ground and shatter both of his feet into millions of pieces.
