Not sure what the state department is supposed to do in a situation like this. I doubt Russia is going to be very cooperative or forgiving at this point in time. It appears Griner did something really stupid and is now paying for it. The US Gov’t can’t always get people out of trouble when they do something stupid in another country.

The system was built that way intentionally. If you have skin in the game (owning real assets) than you're more likely to vote for reasons that are harder to influence via propaganda. If you disagree with that, you should be voting for a party that disagrees with the electoral system (hint: it's not the democratic party).
