I don't think anyone will pick him up till the waiver is cleared. If he's not claimed off waivers don't the Vikings owe him $$?

This. As absurd as it is, some team will sign him thinking the benefits will outweigh the headaches. Of course, they will probably be wrong, but someone will try. Hopefully it won't be the Texans.

Some people already mentioned Washington, Colts, and St. Louis, both of which make sense. Tennessee makes some sense possibly. Two very long shots I could see would be Cleveland or Carolina. Neither would do it to really have a shot at the playoffs, but it would almost be a why not thing. Gets more fans in the stadium, opens up passing game for young QBS's and running game for both teams. Frankly, I can see a lot of teams taking a chance. It is off waivers so they do not lose anything other than a few million, which they may make up in publicity and/or ticket revenue.
Rotoworld thinks the Broncos might claim Moss since he played for Josh McDaniels in New England. Also the Dolphins are thinking about claiming him to block him from going to New England. Brandon Marshall and Moss would be a great duo. Seahawks are also showing interest. So it's seems likely that at least one team will claim him over waivers.

Broncos would be insane to claim him IMO. They have a good thing going in the passing game with Orton/Lloyd and the rest of their solid receivers. That's the only good thing about their team right now.
You never know with McDaniels. He traded his 2010 first round pick for Alphonso Smith and than traded Smith a year later for 7th round pick. Smith by the way is tearing it up this year with the Lions.
If Moss went to the Colts he might have a chance to catch a td pass from Tom Brady, Brett Favre and Peyton Manning.. All in a season. Crazy stuff.
It's actually quite funny that Childress doesn't have the balls to do anything about Favre, yet as soon as Randy talks, he's out of there.
