Well the idea is the teams with good management have awesome records and won't need the amnesty, while the teams who suck need some way to jumpstart their franchise. Too bad the Mavs and the Rox are anomalies, the Mavs is a good team who benefit immensely from this rule due to the mgt's free spending ways, while the Rox is a horrible team but won't benefit from this at all due to good mgt.
