Why is Walter White in the villain bracket and Frank Underwood in the crime bracket? Are they gaming the brackets to get a White-Underwood final? (I'd put the both of them in an Anti-hero category.)

Except they have Frank Underwood from House of Cards which debuted two years ago. If they're including Frank Underwood it's a travesty that Tyrion Lannister isn't included.
Dinklage was "defeated" by Tony Soprano in an earlier round. Travesty indeed, that Swanson isn't in the competition though.
