I'd expect some watchdog group would line their lawyers up, then recruit someone to get ticketed for the thing, so they can take it to court and strike it from the books.
So, what about plumbers crack? What about the people that their pants don't fit right and half of there ass is showing, are they going to get fined. We have so many children abused and CPS doesn't or can't do anything about it, and they are worried about underwear.

Society already has dress codes. You have to wear a shirt and shoes in many establishments, you wear appropriate attire to work, etc. In addition to that, there are certain minimum standards required by law (eg. you can't walk around with your johnson hanging out.) This is just a stricter interpretation. Is it that hard to wear pants above the underwear? I would love some selective enforcement on this though, because the thong peeking out look is nice.
Yes, but very few are enforced by the legal system. There are laws banning nudity (although, even that is legal in some locations), but, beyond that, nothing really. It's one thing for a privately owned establishment to tell people what they can wear inside or for a business to mandate a dress code for employees. It is another entirely to fine a person in a public place with low-riding pants. As if the police and court system don't have anything better to do than write tickets and have hearings about visible thongs.
