Here is what is going on. Someone pulled the number '3 times' out of their rear for an op-ed article. This number, of course, is totally randomly assigned. But all the conservative pundits have repeated it like it is gospel fact. Scan the internet and you will find this number repeated 1,000,000 times, but if you try to track it back to any sort of legitimate attributable source, you can't. I think they have latched on this number because even though they would never admit it they realize that waterboarding is torture and they need something to assuage their guilt. Specifically, in this instance they rationalize by saying to themselves, “Well it is completely immoral and unjustifiable, but since we only do it rarely we really aren’t that bad.” I don’t think I need to point out the obvious flaws with this type of rationalization, but usually these sorts of defenses work well only when they remain unformed in words.
