It was Gorbachev who was responsible for the reforms that lead to the fall of the USSR, including a decentralized and more market-driven economy as well as the end of Soviet involvement in foreign affairs in Eastern Europe and Afghanistan. Gorbachev was more of a "Cold Warrior" and was more responsible for ending it then neo-cons like Reagan or George H.W. Bush.
