Yes it does. I am often in the 3rd and 5th wards late at night (1 or 2 AM) since I play blues in the clubs in those wards. I am usually carrying over $1,500 in guitar equipment, and I have never had a problem. Ever. You will never catch me in Denver Harbor after dark. I would be dead meat in a New York minute.
The thing is, in Houston, nobody will bother you unless they know you. So all you gots to do is stay away from the wrong crowd, then you'll be good.
Nope, before you get to Channelview. Off I-10 between the Loop and Channelview. I-10 East, take the Lockwood or Market Street exits and make a left so you go north of I-10, and viola!
I was surprised at how run-down east Plano is. You'd think a city that has seen such high dollar development over the past couple of decades would've seen redevelopment on the east side. But I guess it's just easier to build on empty land on the west side than it is to rebuild occupied but downtrodden land on the east side (even though much of the east side is closer to North Central Expressway and even though land on the east side is usually considerably less expensive, even with existing structures).
There is nothing bad about 3rd Ward. Most of the crime in the city now occurs in SW Houston, and not in the wards. Don't believe the hype. Just read the Metro/State section in the Chronicle....
