    Ritter's attorney confirms arrest

    Controversy surrounds former weapons inspector

    ALBANY, NY, Jan. 20 - Scott Ritter of Delmar is well known internationally as an outspoken, former U.N. weapons inspector. Now more information is coming to light about Ritter's past and a disturbing arrest. His attorney confirms he was arrested in 2001, but neither she nor police will discuss the details.

    COLONIE POLICE CANNOT comment on whether or not they actually arrested Ritter on charges he solicited an underage girl over the Internet. They say this is because if an arrest was made, it was sealed during court proceedings.
    "Well generally speaking, if during the course of a court proceeding the defense asks for a sealing order based on a plea to a very lesser charge, a court can issue that under the CPL 160-50, which basically seals the entire record from the point of its start to the point of its finish," Deputy Police Chief Steve Heider explained.
    The Daily Gazette first reported over the weekend that Ritter -- whose full name is William Scott Ritter Jr. -- was arrested in June 2001.
    The New York Daily News further reported that Ritter's arrest was part of an Internet sting. The report said he was arrested for having sexual discussions over the Internet with a person he thought was an underage girl. This individual turned out to be an undercover police officer.
    Both reports say that Ritter later struck a deal with Assistant District Attorney Cynthia Preiser that allowed the case to be dismissed and the records sealed. The reports also say Preiser was fired on Friday for failing to inform Albany County District Attorney Paul Clyne of the case.
    However, NewsChannel 13 reported in June 2001 about an arrest of a 39-year-old William Ritter of Delmar on charges he tried to lure a 16-year-old girl he met on the Internet to a Burger King in Menands. According to police, the intent of that meeting was so that she could watch him perform sexual acts on himself.
    At that time police said William Ritter was arrested before doing anything, but was facing multiple misdemeanor charges for trying to solicit an underage girl for sexual reasons.
    Ritter's attorney, Norah Murphy, confirmed that he was arrested in the town of Colonie in June 2001.
    Ritter has not returned calls for comment. His wife told NewsChannel 13 on Sunday that she had no comment on these charges.

    A former chief United Nations weapons inspector is accused of contacting what he thought was a 15-year-old girl in an Internet chat room, engaging in a sexual conversation and showing himself masturbating on a Web camera.

    Scott Ritter of Delmar, N.Y., who served as chief U.N. weapons inspector in Iraq from 1991-98 and who was an outspoken critic of the second Bush administration in the run-up to the war in Iraq, is accused of contacting what turned out to be a Barrett Township police officer posing undercover as a teen girl.

    The police affidavit gives the following account:

    Officer Ryan Venneman was posing as 15-year-old "Emily" in an online chat room when he was contacted by someone using the name "Delmarm4fun." This person, later identified as Ritter, told "Emily" he was a 44-year-old male from Albany, N.Y.

    "Emily" told Ritter she was a 15-year-old girl from the Poconos, at which point Ritter asked for a picture other than the one "Emily" had posted on her account. Ritter then sent her a link to his Web camera and began to masturbate on camera.

    "Emily" asked Ritter for his cell phone number, which he provided.

    Ritter again asked "Emily" how old she was. Told she was 15, Ritter said he didn't realize she was 15 and turned off his webcam, saying he didn't want to get in trouble.

    Ritter told "Emily" he had been fantasizing about having sex with her, to which she replied: "Guess you turned it off ..."

    Ritter then said: "You want to see it finish," reactivated his

    webcam and continued masturbating and ejaculated on camera.

    The online conversation occurred in February 2009, but the investigation lasted until November, when Ritter was charged, because police had to undergo the lengthy process of obtaining court orders to get Ritter's cell phone and computer information.

    Ritter is awaiting his next appearance in Monroe County Common Pleas Court. He waived his right last month to a preliminary hearing and is free on $25,000 unsecured bail.

    The Pocono Record's attempts to reach Ritter at his New York home and his attorney, Todd Henry, were unsuccessful.

    This is not the first time Ritter has been in such trouble.

    According to reports, Ritter was charged in a June 2001 Internet sex sting in New York, but that case was dismissed.

    He had been charged with attempted child endangerment after arranging in an online chatroom to meet what he thought was a 16-year-old girl at a Burger King restaurant. The girl turned out to be an undercover policewoman.

    Ritter said the criminal charge was a smear campaign in response to his criticizing U.S. policy in the Middle East.

    The New York Post reported Ritter had been caught in a similar case involving a 14-year-old girl in April 2001, but that he was not charged.

    In 1998, Ritter resigned from the United Nations Special Commission weapons inspection team and has been the most outspoken critic of U.S. policy toward Baghdad.


    Ritter first made headlines in 1997 when, as a senior UNSCOM member, he was accused by Iraq of being an American spy himself. Now a consultant, he is the author of "Frontier Justice: Weapons of Mass Destruction and the Bushwhacking of America" and "Endgame: Solving the Iraq Problem Once and For All."

    According to published interviews, Ritter has twin daughters who are about 16. He met his second wife, Marina, a translator, while assigned as a counterintelligence officer in the former Soviet Union. They moved to upstate New York about 10 years ago.

    Update:

    Ritter declined to comment to reporters gathered Thursday at his home near Albany, N.Y., the Associated Press is reporting.

    "I told you guys I'm not going to say anything, so please just go away," he said after answering the door to the home, adorned with a welcome mat that reads "U.S. Marine Corps, The Ritters."

    Officials from Barrett Township Police and the Monroe County District Attorney's Office held a press conference later Thursday afternoon to discuss the online sex sting that nabbed Ritter. More details.[/rquoter]

    That's disgusting. If he's guilty he deserves anything he gets. Just because he was the only one right on WMD at the time, doesn't give him a free pass for things like this.

    If not for his new arrest, probably no one would have been talking about his views on the invasion of Iraq now anyway.
