I dunno. On one hand, stuff like that irritates me too. On the other, they haven't done anything wrong yet, that you have mentioned... why encourage them to? Doesn't really seem like the law needs to be involved unless someone has, you know, actually done something wrong. I'm guessing the law feels that way too. How old is this kid? He'll either grow up, move away, or something soon enough. Now, if they are are ON your property, or damaging your property, or threatening you in some way, that would be different.
^ Agree with SeƱor Dave Loco. Public property (street) is public. They've done nothing wrong. If someone is coming to visit you and they're in the way, politely ask them to leave a space for your visitors to park their car in your driveway or let them park in space in front of your house. Also, your mistake was to "think" they were up to no good. Now you're going to have them thinking you're thinking wrong about them, suddenly it becomes a misunderstanding of EPIC proportions and someone will lose an eye. Police would waste their time if you call them... for NOTHING... ... right, Wilford?
Next time they're out there, go ask them if they've got any weed. If they say no, they'll probably avoid you after that. If they say yes, hey, free weed.
