I think Mango was refering to the sarcasm in 'and his welcome to the White House gift to Bill Clinton', which made it sound like the initial intervention in Somalia was somehow a bad thing. And thank you for correcting me. I was unaware that Bush Sr. is the one who began that humanitarian mission.
During the summer - fall of 1992, Presidential Candidate Clinton, Senator Kassebaum and a few others noted that Bush was letting things go in Somalia. At first (August - Sep), Bush sent some air shipments or similar because the UN wasn't getting enough in. The first real movement of US forces into Somalia to protect food & other aid was in December 1992 when Bush was already a <i>lameduck</i> President. The UN - US dialog on doing that was November - December 1992 (post election). I don't recall Clinton opposing Bush doing that and there was already transitional Bush - Clinton briefing work being done in Nov - Dec 1992 (post election). Clinton likely knew about Bush's plan of protection troops for Somalia aid relief and could have voiced displeasure/disagreement with that plan if he so chose to. I don't know if Bush would have made that pledge/offer to the UN if Clinton would have opposed the concept. The goal was to have things done quickly and be out by late January 1993........the timetable on that drifted until April, things were declared complete and most troops were out. Eventually, in the summer of 1993, US forces went back to Somalia on an expanded mission compared to protecting the relief work of December 1992.
