I never use ampersands as a shorthand for "and" EVER in writing, typing, or texting. Premise destroyed.
It looks like a symbol to replace The, not a letter you can use in the middle of sentences. So, why would you add it to the alphabet?
It takes too long to type "The" and half the time I forget how to spell it......... ....... ....... .......

The alphabet is supposed to consist of the most basic sounds. "The" can be broken up into 3. "T", "H", and "E".
