The Catholic Church officially adopted the doctrine of Papal infallibility (not to be confused with PayPal Infallibility) in Vatican I in 1869. There is no need for declarations since it is accepted into dogma.

"The infallibility of the pope is not a doctrine that suddenly appeared in Church teaching; rather, it is a doctrine which was implicit in the early Church. It is only our understanding of infallibility which has developed and been more clearly understood over time. In fact, the doctrine of infallibility is implicit in these Petrine texts: John 21:15–17 ("Feed my sheep . . . "), Luke 22:32 ("I have prayed for you that your faith may not fail"), and Matthew 16:18 ("You are Peter . . . "). "

    Really? Are you sure?

The Apostle's Creed which is professed at most masses in the Church...

I believe in God the Father Almighty,
    Creator of Heaven and Earth.
I believe in Jesus Christ his only Son, our Lord.
He was conceived by the power of the Holy Spirit
and born of the Virgin Mary.
    He suffered under Pontius Pilate,
was crucified, died and was buried.
    He descended to the dead.
On the third day he rose again.
He ascended into heaven and is seated
at the right hand of the Father.
He will come again to judge the living and the dead.
I believe in the Holy Spirit, the Holy Catholic Church,
the Communion of Saints, the forgiveness of sins,
the resurrection of the body and life everlasting. Amen.

I'm not sure I understand your post...Refman posted the Apostle's Creed, which is one of many creeds, including the Nicene Creed. They are repeated in various Protestant and Catholic churches.
