5C will have the new iOS on it. If she doesn't want to "relearn" the OS, I'd say go with what she is comfortable with and get the iP5. iOS7 incorporates a lot of changes as far as the experience goes. It actually looks more like a hybrid of droid and windows mobile.
This would be her first iPhone. I asked the original question because some people are panning the 5C as nothing more than a plastic (i.e, lesser build quality), color version of the 5. Maybe they are just hating on Apple. Won't the i5 upgrade to iOS7? What makes the i5C better than the 5 besides a choice of colors?
As many have pointed out, i5 and i5C are basically the same phone except the body. Yes, i5 will be upgrade to iOS7. Unless you can find cheaper i5 else in the tech world is best to go for the newest model, in this case i5C.

My contract has already expired so I can upgrade any time I want. I will probably get the 5S just for the upgrades with the camera, as that's half of what I use my phone for now anyway. I wonder when it will be available from Verizon?
If anyone is interested, iOS 7 GM has been leaked. There may be a few minor tweaks, but this is nearly identical to what will come out on the 18th. No developer account required. I installed it yesterday and it's buttery smooth on my iPhone 5. Can't really say I'm surprised, but it is in much better condition than the early betas I tested in June and July. I won't link the torrent, but a quick Google search will lead you to the right place. It's very easy to do, but install at your own risk, and always back up your device.
Yeah, I called and found out yesterday. I'm debating if I want the 32gb or the 64gb. 32 has been plenty of room for me on my 4S for the last 2 years, but 64 is only an extra $100....I may just splurge.
With the way cloud storage and streaming services have advanced, I find that I don't need that extra drive space.
You can probably get in $200 range on Craigslist depending on which capacity you have. If you don't want to have to deal with the hassle/danger of meeting anyone, I know a lot of retailers have been offering very reasonable trade in values for the 4S. My dad has a 32GB AT&T iPhone 4S and Best Buy offered $240.
