    $8300 seems cheap -- I would think something like this would be 20 grand+.

    If he used water from the River to fill it even better. As long as u know the limits of the river, cause it's only giving you a couple of feet, it worked, good for him!. Better than sandbagging. Assuming it has a large surface area to keep water from flowing underneath it.
