The paper you posted give the reason that native born residents are more responsive to market changes than foreign born. Plus, they have more access to other high paying careers in the country. Why become a grunt when you have the opportunity to manage the grunts and get paid more (while possibly having less skills and talent)? ...Or maybe become a lawyer and make more? Plus, immigrant students/workers are driving down the value of those fields by increasing cheap supply, so entry salaries might not be as lucrative to native borns than other non S&T fields. Everyone has over inflated their perceived worth and future value at one time or another... It reminds me of Office Space. The tenured engineers got fired for the out of college newbs because it was cheaper to train fresh talent and the manager didn't want to pay the salary of a 10 year worker. Now with offshoring, it's even more cost effective. If you were a local student, who saw the future market condition, wouldn't you rather train in a profession that is guaranteed a higher pay?
