I'm pretty sure the intention was to kill him. You don't shoot someone 7 times just to wound and I will say it again, there is no such thing as shooting to wound. Also it sounds like the LEO did give aid right away but I think he is alive mainly because of luck. Given he's in critical condition too this still could end up being another killing.
