I always figured that they were never that popular in school or never dated the popular kid so they have an itch to scratch. I dont find that these boys are "innocent" victims, but victims nonethelss.
For those teens around 14-16, they should be told that sexual acts should only performed with their peers- not adults who have more experience and could exploit them/their curiosity. In some European countries 14-16 year olds can legally have these relationships with folks younger than 21.
