Hrm, seems like it's your market. What market do you have? Do you have the tiles with the Books, and Movie rentals? This time, do the same and just force stop it. Go into the market. Don't download it immediately, attempt to download the app later. Is this happening on all apps, or on a certain one? If it's a certain one, try going to http://market.android.com Sign into your Gmail, push the app to your phone, see if it downloads that way.
I don't have the Market you described. The home page has a green area at the top with recommended apps you can swipe across and featured apps on the bottom two-thirds of the screen. Until I deleted the cache and data/force stopped the Market, it seemed only the U-verse app was a problem. Now, no apps will even begin to download.
Try loading the new market manually. Don't worry, it's not hard. It's uninstallable as well, and you don't need to be rooted. http://www.4shared.com/file/kyNUMuu_/comandroidvending-new.html? Download the .APK Transfer to your computer via USB, or dropbox it to yourself, send yourself an email with the attachment. Etc. Oh and considering your'e on Tmobile, be sure the network isn't flaking out. Put yourself on WIFI to see if it occurs.
Out of space: Market could not be installed. Free up some space and try again. What folders would be culprits to hold all this stuff? I moved all apps I can to the SD card, with less than 20 MB of apps left on the phone. All media is on the SD card, too (/mnt/sdcard/DCIM/100MEDIA). It says I've used 1.1 GB, with 88 MB free.
Also go back to Menu > Settings< Applications > Manage Applications > All> hit menu, and select sort by size. See if there is an app that is humongous or something? I once saw someone who had a Facebook app that was about 200mb.
WTF! That's your culprit right there. My Mail is taking up 4.0MB on my HTC Sensation. You need to change your Mail settings so it doesn't store everything on your phone. I have mine set to store the past 7 days worth.

Can't he just disconnect his email account from the stock app, and then delete everything (if it stays there)? I just use the gmail app so I haven't used it.
