not true. I just did 2 experiments and in both cases I managed to fold a piece of paper 7 times. Experiment 1: I took a rather long strip of double-layered toilet paper and folded in the same direction 7 times. Experiment 2: I took a piece of A4 paper, folded it symmetrically along the short side 4 times, then symmetrically on its long side 3 times, and it worked!
the toilet paper is double layered, and i folded it 7 times, so it counts as 8 times single layered. i just folded a piece of A1 paper 8 times and it worked!

Spoiler if by "cookie", you mean a blow job, then yes. that's what i did! you can take a piece of A1 paper, fold it symmetrically with respect to the long edge 4 times, then fold it symmetrically with respect to the short edge 4 times. The paper will end up a bit stiff, but it can be done.
