I don't get to know them by going over to ask for something. I get to know them by being friendly with no ulterior motive.
It's a crack in the door of friendship, he closed it. I've lent things like jumper cables, foil, and other various bs just based on the fact that I'd seen them a few times week, without ever saying much. I was grilling the other night and a guy a couple doors down from me was also grilling. After talking to him for a minute or two he asked me if I had any printer paper he could have for something to do with his work, I said sure. He came over and I gave him like 40 sheets. Two minutes later he came back with some homemade deer sausage his dad made. Point is, either one of us had to help out the other, but that's what neighbors do.
Who would want a friend that only comes over when they need something? So you got to know your neighbor for a few minutes after a random meeting. He didn't come into your yard while you were grilling, say he's your neighbor, and ask to borrow printer paper. Sounds about right. My neighbor across the street was jacking up his truck with the factory jack. I noticed this and dragged over my two ton jack. We talk inthe streets once in a while, but usually just wave as we go by. Point being, he was not a stranger living nearby.
