Possible that she is not really your neighbor and at her actual residence, she could not have her neighbors sign because she has loud parties? Don't you love that you cannot even have a fence installed in your own back yard without being called out?

Yea, we actually wanted the fence before she came out of nowhere. We have a pool installed this summer so the privacy/security issue was something we wanted to do since there are other neighbors that have children. I really, really don't think she actually lives there. Never see her. It could be she is staging that address as her own for her personal gain, but I wouldn't be sure, she did have access to the house, but that was it (I have seen the older black woman, and hispanic household members multiple times. I surely NEVER seen her kid playing in the backyard. That is/was odd to me. .
Were you molested as a child? Abused? If either of those are true then you shouldn't consider yourself a jerk for getting an adrenaline rush when a person walks up to you.
Let me clarify this. If you are a stranger living next to someone, and you go into their unfenced yard while they are working and come up to them from behind, only to ask for something, yes, you are an *******. Neighbors would probably say to each other "DAMN, you scared the **** out of me. What's up?"
I just don't see it that way. If one of my neighbors that I do not know 'surprised' me while I was out in the yard, I would not consider them anything derogatory.
