Yep. They passed the bills out of committee and through the Senate as a reconciliation bill, then went to Conference Committee with the House and then passed the Conference Committee Report under the reconciliation rules. Of course, they completely shut out Dems from participating in the Conference Committee and made the bill more odious, but it still passed the House easily and the Senate barely. For the 2001 Tax Cuts, Republicans even took the unprecedented step of removing the Parliamentarian of the Senate when he wouldn't rule the way they wanted on certain passages of the Tax Cut Reconciliation Bill.
