CCP and China has been and is still prejudiced towards Han Chinese. There's a lot of lip service for respecting other cultures, but that's more easily papered over than the human rights violations they tally up against certain groups along their borders. The propaganda goes out of the way to claim those ethnicities receive "preferential treatment" in order to stoke ideas of ingratitude for groups that fall through the cracks. This isn’t a surprise at all. When the West was done raping Africa and decided to pull out funding it gave China a place to exploit outside the East. China has been terrible to Africa and Africans. I laugh when someone tells me China isn’t interested in cultural domination like the West. China has provided investment in Africa by essentially taking control of the infrastructure and then forcing the Africans to pay back amounts of money they know are not realistic. China has had faulty and poorly designed infrastructure that is already falling apart. China is violating basic rules with regards to human conditions in Africa and racism is a huge issue. Unfortunately Africa is going to be screwed again.
The only thing they aren't interested in is to station troops on the ground that's a couple thousand miles away from them. Everything else is fair game no matter what they say or do. Cultural domination is implicit, but they play the regional hegemon angle because they're already competing with neighbors like Japan or India. This story doesn't surprise me at all. For those of you who have traveled the world and actually spent meaningful time immersing yourself in another country's culture... you will quickly realize that the American white is one of the LEAST racist groups on earth today. Probably the least racist group, actually. Asians are the most racist... in part because they don't have much racial diversity in their society. It's not a good situation.
