I doubt it would be Womack. His yearly GIDP totals for his career (once he started getting at bats in 1997) are:

6,4,4,6,4,9,7,6,7

With those kinds of number it is hard to imagine (although it is possible) that he had a record setting number of plate appearances between double plays.

If I remember correctly, after going all of 1997 without grounding into a DP, Biggio grounded into one in the first game of 1998.
