You're absolutely correct in this assertion. The US's isolationist and nativist stance that occured predated much of WWII. We were more concerned with our god awful economy and a lot of politicians decided to blame our problem on immigrants and stated that our crappy job market was made worse by immigrants who would take what little jobs there were for even less money. This can be traced to restrictions on Asian immigrants as well as immigrants from Eastern Europe. (Western Europeans were by and large still coming through) That being said, the US originally made an exception for its policy and started to admit Jewish refugees. (i.e. Einstein was a Jewish refugee) However, rising political pressure forced the government to reapply its strict immigration quota rules and many refugees were turned away. I suppose if we had applied our laws the whole time, we wouldn't have had the atomic bomb (which mightve been a good thing?) Either way, While our exclusion of Jewish refugees was consistent with existing law, it was inconsistent with our principles and position on asylum refugees, and further complicated by the fact that we were briefly allowing jewish refugees before flip-flopping on our policy. And to top it off, the Western world condoned the creation of a new state that would serve as a refugee area for millions of Jews without any regard for the local population or any thought to fulfill some of the basic guarantees of the Balfour Declaration. The King's article was written after the fact, when many refugees had already arrived, and it was clear that they were intent on creating a "Jewish" state in every sense of the phrase without the Secular guarantees originally promised to the local population.

If Rabin had lived the middle east might be totally different today, maybe a real peace accord might be possible, who knows.
