Market size for the NBA is not just about population and TV market. It also has to do with how much the location cares about basketball. Texas is traditionally a football place. Basketball is only the third most popular sport. Places like Indianapolis and Boston might not be as large as Houston, but those are basketball countries with very deep basketball roots and traditions. Anyway, San Antonio and OKC are small markets no matter how you slice it.
